S&P upped its outlook on the U.S. credit rating in June to "stable," though the country didn't regain its AAA rating.

NEW YORK (CNNMoney) The latest fiscal showdown in Washington could spark another downgrade of the U.S. credit rating, but investors aren't sweating it.

Standard & Poor's made headlines and roiled world markets following the last debt ceiling crisis, in 2011, when it cut the United States' sterling AAA rating to AA+. The rating agency cited concerns about the nation's long-term debt and its dysfunctional policy making.

But two years later, that downgrade has had little lasting impact. As in 2011, the possibility of a debt ceiling breach remains a scary prospect, but investors say the ratings agencies are largely an afterthought in the current crisis.

    With a dividend of just over 8.5% you'd think that Seadrill was an MLP, but it's not. In fact, its dividend is actually a lot higher than the distribution of its publicly traded MLP arm, Seadrill Partners (NYSE: SDLP  ) . Because of that higher payout and its growth opportunities, Seadrill is the best dividend stock of the two.

    In addition to utilization, the company made several adjustments to its fleet which contributed to the excellent results. In the quarter, Seadrill completed the sale of its West Janus jack-up rig for $73 million. The company recorded a gain on that sale of $61 million in the quarter. This sale is of course a one-time item, but given how Seadrill manages its portfolio, these sales happen a lot. Looking ahead, the company has already announced the completion of two sales after the quarter ended, which will impact next quarter's results. One is a $2.9 billion sale of 18 tender rigs to SapuraKencana Petroleum and a $210 million drop-down transaction with Seadrill Partners (NYSE: SDLP  ) . Seadrill's fleet is always on the move -- assets are sold while new pieces are added to its portfolio all the time.

The Company�� Mid-Continent system is located within PADD II and is consisted of its Ozark pipeline and storage terminals at Cushing and El Dorado, Kansas. Its Mid-Continent system includes over 430 miles of crude oil pipelines and 17.3 million barrels of crude oil storage capacity. Its Ozark pipeline transports crude oil from Cushing to Wood River where it delivers to ConocoPhillips��Wood River refinery and interconnects with the Woodpat Pipeline and the Wood River Pipeline. The storage terminals consist of 91 individual storage tanks ranging in size from 58,000 to 575,000 barrels. Of the 17.3 million barrels of storage capacity on its Mid-Continent system, the Cushing terminal accounts for 16.1 million barrels. A portion of the storage facilities are used for operational purposes, while it contracts the remainder of the facilities with various crude oil market participants for their term storage requirements. Contract fees include fixed monthly capacity fees, as well as utilization fees, which it charges for injecting crude oil into and withdrawing crude oil from the storage facilities.

The Company�� Mid-Continent system operates under month-to-month transportation arrangements and both long-term and short-term storage arrangements with its shippers. Its North Dakota system is a crude oil gathering and interstate transportation system servicing the Williston basin in! North Da! kota and Montana, which includes the Bakken and Three Forks formations. The crude oil gathering pipelines of its North Dakota system collect crude oil from points near producing wells in approximately 22 oil fields in North Dakota and Montana. Its North Dakota system is made at Clearbrook to its Lakehead system and to a third-party pipeline system. As of December 31, 2011, its North Dakota system included approximately 240 miles of crude oil gathering lines connected to a transportation line, which is approximately 730 miles long, with a capacity of approximately 210,000 barrels per day. Its North Dakota system also has 21 pump stations, one delivery station and 11 storage facilities with an aggregate working storage capacity of approximately 870,000 barrels. During the year ended December 31, 2011, it added 25,000 barrels per day of capacity from Berthold, North Dakota to the international border near Lignite, North Dakota.

Natural Gas Segment

The Company owns and operates natural gas gathering, treating, processing and transportation systems, as well as trucking, rail and liquids marketing operations. It purchases and gathers natural gas from the wellhead and delivers it to plants for treating and/or processing and to intrastate or interstate pipelines for transmission to wholesale customers, such as power plants, industrial customers and local distribution companies. As of December 31, 2011, it had nine active treating plants and 25 active processing plants, including two hydrocarbon dewpoint control facilities (HCDP) plants. Its treating facilities have a combined capacity, which approximates 1,240 million cubic feet per day while the combined capacity of its processing facilities approximates 2,015 million cubic feet per day, including 350 million cubic feet per day provided by the HCDP plants.

The Company�� natural gas business consists of East Texas system, Anadarko system and North Texas system. It also includes its trucking and NGL marketing operations in its Natural Gas segment. These operations include the transportation of NGLs, crude oil and other products by truck and railcar from wellheads and treating, processing and fractionation facilities to wholesale customers, such as distributors, refiners and chemical facilities. In addition, its trucking and NGL marketing operations resells these products. Its services are provided using trucks, trailers and rail cars, pipeline capacity, fractionation agreements, product treating and handling equipment. Its trucking operations transport NGLs, condensate and crude oil from its processing facilities and from third party producers to its United States Gulf Coast customers. As of December 31, 2011, its fleet consisted of approximately 220 trucks and 375 trailers. Its trucking and NGL marketing operations are wholesale customers, such as refineries and propane distributors. Its Marketing business uses third-party storage capacity to balance supply and demand factors within its portfolio. Its Marketing business pays third-party storage facilities and pipelines for the right to store gas for various periods of time. These contracts may be denoted as firm storage, interruptible storage or parking and lending services. Its Marketing business leases third-party pipeline capacity downstream from its Natural Gas assets under firm transportation contracts. This capacity is leased for various lengths of time and at rates.

    In total, the current capacity for oil pipelines delivering all types of crude to the U.S. is about 3.4 million barrels per day. These pipelines are all operated by four companies.

    I particularly enjoy the motions to intervene, and encourage investors to read those closely.�Often when a company intervenes, it is asking FERC to step in and act on its behalf. Most times, it is a request by a company for FERC to step in and enforce an action on its behalf. Enterprise filed such a motion when it was having problems with speculators on its Seaway system. Similarly, Enbridge Energy Partners (NYSE: EEP  ) filed a motion to intervene in an effort to control the level of hydrogen sulfide in the crude oil entering its Berthold terminal in North Dakota.

Hydrocarb Energy Corp., formerly Duma Energy Corp., incorporated on April 12, 2005, is a natural resource exploration and production company engaged in the exploration, acquisition and development of oil and gas properties in the United States. The Company maintains an aggregate of approximately 395 gross (217 net) developed acres and approximately 6,120 gross (4,456 net) undeveloped acres, pursuant to leases or acquisitions. Of that acreage, it maintains approximately 176 gross (132 net) developed acres in Louisiana, 219 gross (85 net) developed acres in Texas, 4,614 gross (3,123 net) undeveloped acres in Illinois, 160 gross (150 net) undeveloped acres in Louisiana, and 1,346 gross (1,183 net) undeveloped acres in Texas. The Welder Lease (Barge Canal), Texas

The Company owns a 100% working interest (90% after payout) and a 72.5% net revenue interest (65.25% after payout) in approximately 81 acres of an oil and gas lease (the Welder Lease). This lease is located in Calhoun County, Texas. Effective January 1, 2010, it acquired the remaining 10% working in the Welder Leases from Treydan Corporation and owned 100% of the working interest. As of July 31, 2010, two wells were producing gas and oil from the property. The wells were operated using a gas lift system. A third well was utilized for salt water disposal. The wells have additional proven non-producing zones behind pipe. The Company focuses to develop the proved developed non-producing (PDNP) zones as producing horizons deplete.

South Delhi/Big Creek Field, Louisiana

! On August 24, 2006, the Company entered into an assignment of oil and gas interests purchase agreement with Energy Program Accompany, LLC (the EPA Purchase Agreement). At the time of the acquisition, one of four wells on the Holt lease and the one well on the Strahan lease were producing assets. The lease consists of the Holt Lease, the Strahan Lease and the McKay Lease (no longer owned). The Company owns a 97% working interest and an 81.25% net revenue interest in approximately 136 acres in Franklin Parish, Louisiana (the Holt Lease). As of July 31, 2010, the Company produced oil from the Holt No.�� 10 and 22 wells. The Holt No. 4 and 24 wells were off-line pending workover or offset drilling. The Holt No. 15 well was utilized as a salt water disposal well. Pursuant to the EPA Purchase Agreement, we acquired a 100% working interest and an 81.25% net revenue interest in approximately 40 acres in Richland Parish, Louisiana (the Strahan Lease). As of July 31, 2010, it produced oil from the Strahan No. 1 well. As of July 31, 2010, the Janssen A-1 well produced between 250-300 mcf gas per day and approximately six barrels per day of condensate.

Koliba Lease, Texas

The Koliba Lease property is located near the Company�� Welder lease and has one shut-in oil/gas well. The well previously produced 30 one stock tank barrel (Bbls) oil per day plus water. The well is in close proximity to the Company�� Welder gas sales line and salt water disposal system. The Koliba No. 2 well was drilled June 2010 and found to be slightly down-dip from the No.1 well. The Company elected to plug the No. 2.

Illinois

During the fiscal year ended July 31, 2010, the Company entered into numerous oil and gas leases in Jefferson and other counties in Illinois. As of July 31, 2010, these leases total approximately 2,994 gross acres, pursuant to which the Company has a working interest of 100% and a net revenue interest of 87.5%. It has an additional 1,620 gross acres under lea! se in Ill! inois.

    The experts have spoken, and investors would do well to listen (and read between the lines). While Hydrocarb Energy Corp. (OTCBB:HECC) may not be poised to become the next Exxon Mobil Corporation (NYSE:XOM), it is poised to follow in the footsteps of Tullow Oil Plc (OTCMKTS:TUWOY) [long story - more on that below]. Perhaps more bullish than anything right now, however, is that other, independent observers are starting to take notice, and think HECC shares could be worth nearly three times as much as where they're trading now within the foreseeable future.
