As big-bank watchers well know, Bank of America (NYSE: BAC  ) , has been being beaten up again recently over problems tied to mortgages -- specifically, the bank's alleged behavior toward troubled mortgage borrowers.

While this kind of press tends to perpetuate the notion that B of A will never get over its acquisition of Countrywide and its boatloads of bad loans, this is not truly the case. Even as high-profile cases like the bank's supposed railroading of homeowners trying to find a way out of their personal mortgage muddle hog headlines, the bank is chugging along, reducing its stable of toxic loans.

There's no doubt that Bank of America is making headway in that regard. A recent Bloomberg article�noted that, of the 1.6 million problem loans the bank once had on its books, only 667,000 remain. This has led to reductions in the bank's Legacy Asset Servicing unit�, which corralled the crummy Countrywide loans into a separate department and hired staff to deal with these mortgages -- and the borrowers entangled with them. Some estimate the size of this workforce to have been about 59,000 employees.

    Answer: I don’t anticipate a spate of dividend cuts. FirstEnergy Corp’s (NYSE: FE) problems were apparent last fall, when it announced 2013 Q3 numbers. We do have TECO Energy Inc (NYSE: TE) and PG&E Corp (NYSE: PCG) on the UF Dividend Watch List, though the latter is in a much more precarious position than the former.

    The regulatory environment is generally improving, as state and federal authorities are beginning to recognize the investment utilities have made over the past half-decade in system reliability and capacity expansion.

    Another key supporting dividends is a healthier US economy, which should support better power demand from commercial and industrial customers.

    From a technical perspective, SGNT rose modestly higher here right above its 50-day moving average of $22.32 with above-average volume. This move pushed shares of SGNT into breakout territory, since the stock took out some near-term overhead resistance at $23.50. Shares of SGNT are now quickly moving within range of triggering another near-term breakout trade. That trade will hit if SGNT manages to clear its 52-week high at $24.27 with high volume.

    Traders should now look for long-biased trades in SGNT as long as it's trending above its 50-day at $22.32 and then once it sustains a move or close above its 52-week high at $24.27 with volume that's near or above 128,231 shares. If that breakout hits soon, then SGNT will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that breakout are its next major overhead resistance levels at $26.74 to its all-time high at $29.23.

    The much smaller Barrett Business Services (NASDAQ: BBSI  ) has done even better, soaring 154% over the last 12 months.

    While that might suggest the opportunity to invest in them has passed, I believe their biggest gains are still ahead. While tentativeness among employers about whether the economy is really improving is helping employers to hire more temp workers, the coming implementation of Obamacare will fuel it further. Even with the employer mandate portion of the law being pushed out past the midterm elections to 2015 instead of going into effect on January 1, that just means more companies will be hiring more temp workers for a longer period of time to get below the thresholds the health-care law imposes.

    The safe and cheap undervalued stocks will go right up, but your chances of being destroyed when the party is over are diminished. Stocks like Richardson Electronics (RELL) and Transworld Entertainment (TWMC) have the ability to go up as the market bubbles higher but their asset value will act as sort of a floor in a decline.
